Noël-Eugène Ballay (1847–1902) was a prominent French colonial administrator and explorer who played a significant role in the expansion of French influence in West Africa. Originally trained as a naval doctor, he joined Pierre Savorgnan de Brazza on several major expeditions to explore the Ogooué River and the Congo basin. His administrative career was equally distinguished; he served as the first Governor of French Guinea, where he is credited with the urban planning and founding of the capital city, Conakry. In 1900, he reached the height of his career when he was appointed Governor-General of French West Africa (Afrique Occidentale Française). Known for his focus on public health and infrastructure, Ballay's legacy is commemorated on numerous colonial-era stamps, such as the one from Mauritania you identified.
